IGEADI, I.P. TOGETHER WITH ITS PARTNER LICENSING.TL, HELD A NATIONAL SEMINAR ON THE THEME “OPPORTUNITY, BUILD AND SAFELY IN NEW TOURISM HOTEL”.

Prime Minister Kayrala Xanana Gusmao participated in the National Seminar and witnessed the signing of the MOU between IGEADI, I.P. with LiCENSING.TL.

 

DILI, 01 December 2025 – Institute of Equipment Management and Infrastructure Development Support, Public Institute (IGEADI, I.P. together with partner Licencing.tl held National Seminar with the theme “Opportunity,  and Safely).

Through her speech, President of IGEADI, I.P Ana Paula da Cruz, at the National Seminar of IGEADI, I.P. held at Hotel Novo Turismo Dili, Friday (01/11/2025), said her part as represents the entire team of IGEADI, I.P. structure, with honor and pleasure to thank all the guests for their time come together in this beautiful place to formally introduce the national transformative initiative of the development program and implementation of training, certification and licensing activities in the area of ​​handling, maintenance and operation of heavy equipment with high risk levels.

” Today marks an important step in IGEADI’s mission as a government institution to contribute to build a modern, qualified and competitive Timor-Leste. This initiative represents a strategic partnership between IGEADI, I.P. and its Partners who together with one voice, one mind, united in commitment to strengthen institutional capacity, standards and systems national standards for safety in the area of ​​handling, maintenance and operation of heavy equipment with high level of risk,” said President of IGEADI, I.P. Dr. Ana Paula da Cruz

The President said, the program’s intention and focus is not simply to look at technical activities and educational activities. This program is classified as a national strategic investment program, a strategic investment program that focuses on strengthening the capacity of Timorese, contributing to strengthening Timor Leste   development, socio-economic sustainability and the future of Timor-Leste.

She affirmed, through the establishment of a comprehensive system for training, certification and professional licensing activities, we will ensure that Timor Leste develops a competent workforce with safety-oriented certification in accordance with international standards of occupational safety, professional excellence and industrial productivity.

“To say also that the substance of this program is not only to pay attention to strengthening the competence capacity of Timorese skills, but the substance of this program gives serious importance to human capital development, industrial competitiveness and at the same time optimize the participation of Timorese workers in the national and international labor market,” said President IGEADI, I.P.

On this occasion, the president of IGEADI, I.P., took the opportunity to inform that this program is fully aligned with the priorities of the government of Timor Leste in the area of ​​economic diversification, fiscal reform, modernization of public administration and improvement of national productivity.

Through initiatives to strengthen our workforce with recognized credentials and skills, this program will support private sector growth, reduce the dependence of national economic agents on foreign workers, strengthen job creation, promote industrial expansion and contribute to increasing national revenues through increased productivity and employability.

“This initiative will also strengthen Timor Leste’s active integration into regional associations ASEAN, CPLP and G7+, together paving the way for mutual competence skills recognition, strengthening labor mobility and supporting strengthening international cooperation work. and global, empowering Timorese workers as reliable, competitive and safe professionals,”

“Finally, this program will transform Timor Leste’s human potential into dynamic human capital, empowering our Timorese people to contribute with confidence to the development of our country Timor Leste. This initiative is also a national commitment to security, professionalism and economic resilience,” said President IGEADI, I.P.

The President added, this program reflects IGEADI’s determination to prepare our people not only to take advantage of today’s jobs but also to prepare our people to take advantage of job opportunities that will be offered in the future.

She said, Through this partnership work, IGEADI, I.P. affirms with conviction that the true wealth of the country is our own Timorese people, Timorese competent skills, their knowledge, their dedication and their capacity to build a better future.

In the same place, Prime Minister (PM), Kay Rala Xanana Gusmão, encouraged all Timorese to learn to increase capacity especially technical knowledge and have the capacity to operate heavy equipment so as to contribute to development in the country, projects that are running in the country often technicians from abroad because many Timorese do not want to learn but continue to look for work abroad.

“Timor-Leste today just want to sit in front of the computer, those who can not find a job in the country, run to work in Australia as a fruit pickers, an  entrepreneurs open roads and many projects, Timorese as many intellectuals, do not want to learn to carry heavy equipment, for them because they have lowered their dignity, so heavy equipment operators, the companies  called them all from Indonesia.

“In the past few months in Covalima Municipality, unknown people burned all the companies’ heavy equipment because they wanted to work but did not know the operator of the equipment, I know and you all know the entrepreneurs brought heavy equipment operators from Indonesia,” said the Head of Government.

During the seminar, IGEADI, I.P. also signed a contract with Licencing.tl, to provide training to Timorese.

Previously, IGEADI, I.P. signed a contract to provide pilot services to Licensing.tl to provide training to Timorese, through this pilot training, has obtained a total of 60 operators, of which 60 civilian operators and 20 operators FALINTIL Timor-Leste Defense Force (F-FDTL) at BJ Habibie, everyone who acquires knowledge about machinery undergoes hands-on training at IGEADI, I.P. to enhance their skills.
