COUNCIL OF MINISTERS APPROVES IGEADI DECREE LAW, I.P. TO INCREASE THE COMPETENCE OF IGEADI, I.P. AND APPROVED ITS STATUTE.

Dili, 11 June 2025 (IGEADI, I.P.) – The meeting of the Council of Ministers on June 11, 2025, at the Government Palace, Dili and approved the draft Decree-Law, presented by the Minister of Public Works, Samuel Marçal, on the second amendment to Decree-Law n. 11/2006, dated 12 April, which creates the Institute of Equipment Management and Support for Infrastructure Development and approves its statute.

With this amendment, IGEADI’s scope of activities is expanded, allowing it to provide specialized and certified technical training to its own human resources, to professionals from other institutions and to citizens in general. This training will focus on the use, management and maintenance of high-risk machinery and equipment used in civil construction and public works. For this, the Institute may establish partnerships with public or private entities, national or foreign, with proven experience in these areas.

The statutes of IGEADI were also updated to ensure compliance with the norms in force on the regime of Direct and Indirect State Administration.

Also  on the proposal of the Minister of Public Works, Samuel Marçal, the Council of Ministers approved a draft Decree-Law, which aims to establish rules on the use of machinery and equipment with high risk.

This diploma defines a compulsory licensing regime for operators of machinery such as cranes, excavators, stackers, backhoes, lifting platforms and other heavy equipment used in civil construction and public works. Its objective is to strengthen the safety of workers and communities, to prevent accidents and ensure that only well-trained and certified professionals operate this type of equipment.

Among the main measures, include the creation of specific training courses with theoretical and practical components, organized by the Institute of Equipment Management and Infrastructure Development Support (IGEADI), which will also be responsible for the issuance of professional licenses. The diploma also establishes minimum norm of technical safety for the use of equipment, rules of circulation on public roads and in work areas, and procedures for inspection and application of fines in the event of violation.
