A BRIEF HISTORY OF THE EXISTENCE OF IGEADI, I.P.

In 2000 there are 2 Directorates as Government Transport and Government Assets, in the Ministry of Transport, Communications and Public Works (hereinafter referred to as ‘MTKOP’). When the UNTAET Mission neared its end, they decided to hand over all assets to the Government of Timor-Leste. Therefore, the leadership at the time decided to accept these assets. Most of the assets come from the Japanese government through the Japan Engineers Group (JEG). On the other side, bilateral cooperation between the Government of Timor-Leste and the Government of Japan is receiving a lot of equipment. So, at that time the leaders decided 2 things;

    1. Establish a structure as the Directorate of Equipment and Material (DEM) in MTKOP to realized an effective and efficient management of these equipments.
    2. The Government of Timor-Leste approved its own Decree Law with its statute called the Institute of Equipment Management (hereinafter referred to as IGE) under the joint tutelage of MoPF and MTC.
  • 2002 – 2006, Directorate of Infrastructure and Transport of the UN Legacy Mission, after the restoration of the sovereignty of Timor-Leste, on May 20, 2002, UNTAET Transitional Administration mission ends, The Infrastructure and Transportation Directorate’s equipment is administratively abandoned and operates with international support from the Japan Engineering Group (JEG – ODA Program), which was part of the Japan Self-defense Force and UNDP from 2002 to 2006.

       Main Functions:

      1. Decentralized management of equipment and activities
      2. Meeting national needs related to infrastructure issues
      3. Community support
      4. Stream cleaning or sediment removal
      5. Relevant services required
  • In 2006, according to Decree Law No. 11/2006 to establish IGE as a Public Institute to manage heavy equipment to develop infrastructure in the territorial administration of Timor-Leste. The first amendment to Decree Law No. 11/2006 to add new tasks and change the name as ‘Institute of Equipment Management and Infrastructure Development Support, I.P.’ (Hereinafter referred to as ‘IGEADI’).                                                 
  • 2006 – 2022 Initial Operation – Centralized Equipment Management Heavy on Public Works.

       Main Functions:

      1. Centralized management of construction equipment/heavy machinery
      2. Technical and logistical support for reconstruction and maintenance projects, new opening and improvement of public and rural roads
      3. Responding to requests or emergency requests related to landslides, floods and other relevant work.
  • 2022 – Restructuring and Transformation of IGEADI, I.P – amplification/Expansion of competence.

In June 2022, Decree-Law No. 29/2022 was published, amending the IGE, transforming it into IGEADI, I.P. – Institute for Support for Equipment Management and Infrastructure Development, Public Institute.

      New responsibilities:

      1. Realized road maintenance activities
      2. Carry out dredging and cleaning of rivers and floodplains
      3. Support the stabilization of sediments along rivers, roads, etc.
      4. And support the development of other public infrastructures provided for by law
      5. Contribute to the strengthening and diversification of the State’s sources of revenue.
  • VISION
      1. Have a strategic plan to make effective and efficient management to improve public services in line with the national development policy.
      2. There is an adequate control system for the use of institutional assets and donor assets to improve service productivity and profit for the State
      3. Save the state budget and create your own demand to generate revenue
      4. Specific training, certification system and licensing itself with international recognition to produce qualified operators.
  • MISSION

Ensure the operation of the use of heavy equipment and maximize state assets in accordance with the law. So, it can offer services in accordance with Government policy and the articulation of administration by other institutions.

  • PRINCIPLES AND VALUES

The Government of Timor-Leste through IGEADI provides efficient service assistance to all sectors regarding the use of heavy equipment with the following objectives:

      1. Implement and realize State projects to save budget. Thus, a maintenance service system for heavy equipment can be guaranteed.
      2. Implement heavy equipment rental system and mobile facilities available to customers
      3. Provide knowledge, technical skills and service experience to Employees, Operators and Mechanics through professional training; Bilateral and multilateral cooperation, project implementation and joint activities with other institutions.
      4. Foreign contractors were also informed about the use of these heavy equipment to realized projects financed by CFET, TFET and bilateral donors to build the Bridge, Dili-Ainaro Road, the European Commission Bridge Project, UNOPS Projects and ADB Projects.
      5. The Government also needs equipment for emergency situations, road improvements, landslides, river normalization, other services that can be considered as projects (In – house) and requests from the community that can provide support according to priority. Such services will be implemented by the institute now called IGEADE.
      6. Implement specific training systems, certification and licensing system with international recognition to produce human resources that are qualified and ready to respond to market needs.
  • IGEADI OPERATION

Currently, IGEADI is consolidating all resources and creating an appropriate service system to function as a professional institute to manage  heavy  equipments. These strategies, help IGEADI to position itself as a competent and independent institution to implement and develop projects and programs. On the other side, it helps to develop operational activities with good equipment conditions to achieve defined objectives as a Public Institute. With knowledge and experience as an auto-finance institute. Help IGEADI manage heavy equipment safely, effectively and efficiently; reduced dependence on the state budget; get revenue, producing qualified human resources; etc.

IGEADI at the moment, is very busy with operational activities. Always cooperate integrally with the Ministry of Public Works to attend emergency activities, support services in rural areas, and perform routine maintenance. The main objective of these services is to save the state budget, develop systems, improve approach strategies and manage the use of equipment.

  • IGEADI MANAGEMENT AND OPERATIONALITY

After the creation of IGEADI, it has effectively defined its own program and management in IGEADI to function properly. IGEADI is committed to continuously improve the management of equipment utilization, and industry needs at home and abroad. Continue to develop IGEADI’s human resource competence, so as to partner with local and international companies in the implementation of projects.

  • IGEADI STRATEGY AND SUBSIDY

IGEADI is a public institute of the state of Timor-Leste. There is a possibility to become an independent institution to implement its own activities and work including the performance of operational activities.

These opportunities help IGEADI promote internal capacity through specific training focused on Administrative Staff, Mechanics, Operators and pre-fabricated (Kobe- house) assembly and disassembly activities. 

IGEADI recommends to the Prime Minister and relevant Ministries, to continue and increase state subsidies in the first stage. Thus, can do management to manage the system and program of IGEADI as a Professional and Independent Institute in the future. During this time, IGEADI efforts to use heavy equipment carefully to reduce the state budget of Timor Leste.

  • IGEADI STATUTES AND EMPLOYEE RESTRUCTURING

As an Auto -Financial Agency, IGEADI during this time make preparations to comply with management systems such as  the  Auto-Finance Institute. IGEADI will harmonize and restructure the staff as defined by law, so as to correspond to the status of IGEADI as a Public Institute

 The objective of this initiative is to ensure safe, effective, efficient and perform professional working methods

  • IGEADI CONTRIBUTION TO INFRASTRUCTURE DEVELOPMENT

During the existence of IGEADI, a several of public activities have been  realized  as follows:

      1. Open new roads throughout the territory of Timor-Leste from 2005-2025 with a total of … km;
      2. Joint work with the Ministry of Public Works to respond to emergency requests from the community together…;
      3. Assemble and dismantle pre-fabricated facilities at state ceremonial events together…;
      4. Implement technical cooperation with JICA International Agency to provide training to Operators and Mechanics. Total beneficiaries… from Government entities, Private Sector, NGOs; and
      5. In the process of establishing a specific training system, certification and licensing to produce qualified human resources in the area of high risk services and operators in heavy equipaments.
  • ADVANTAGES

     The initiative of the creation of this Institute is as follows;

      1. Ensure that Timor-Leste has its own Public Institute with advanced systems to control and manage heavy state equipment.
      2. Help the government save state budget and allocate to other priority sectors
      3. Provide specific training to produce qualified and competent operators.
      4. Help the government through the Ministry of Public Works respond to emergency requests, intervention in emergency situations, clean up sedimentation and normalization of rivers, etc.
