
President of the IGEADI Council, I.P., Minister of Finance Santina Cardoso and JICA Representative in Timor-Leste participated in the signing of the grant agreement between the Japan International Cooperation Agency (JICA) at the Kayrala Xanana Gusmao Auditorium, in Aitarak-laran.
DILI, 11 December 2025 – The Government of Japan through the Japan International Cooperation Agency (JICA), supported 3 million dollars to the Government of Timor-Leste to purchase heavy equipment for the Institute of Equipment Management and Infrastructure Development Support, Public Institute (IGEADI, I.P.).
In the signing ceremony of the cooperation agreement between the Government of Japan and Timor-Leste, through the social and economic development program, Minister of Finance Santina Cardoso, said, The signing ceremony of the donation agreement between the Ministry of Finance and the Japan International Cooperation Agency (JICA) is a continuation of the ceremony that began this morning. Democratic Republic of Timor-Leste and the Government of Japan between the Ministry of Foreign Affairs and Cooperation and the Ambassador of Japan.
These important activities mark an important moment of cooperation between Timor-Leste and the Government of Japan that we consider as a friendship agreement between Timor-Leste and Japan, because Japan’s support through JICA to Timor-Leste is not the first time, but since the new independence to the development process of the country, so today, the Government of Japan, through the Embassy of Timor-Leste Japan International Agency (JICA) continues to help Timor-Leste through grant support to complete the budget that Timor-Leste needs to purchase heavy equipment that will be used for road construction, river normalization and other needs,” said Finance Minister Santina Cardoso at the Auditorium Kay Rala Xanana Gusmao, Aitarak Laran (11/12/2015).
The leader said, the Government of Japan through the JICA Agency which supported a budget of $ 3 million supported the Institute of Equipment Management (IGE) to purchase heavy equipment, because it is known that IGE from the first received support from Japanese engineering, and now IGE transformed into the Institute of Equipment Management, Institute of Infrastructure Development Public (IGEADI, I.P.).
“Not only that, but they also help a lot in the construction of the Government, I think with a support Japan gave $ 3 million to give better benefits to IGE so they can perform their duties and functions in their daily work well, said the Minister of Finance.
In the same place, JICA Chief Representative in Timor-Leste, Daisuke Fukumori also added, , on this significant occasion, signed a Subsidy Agreement for Economic and Social Development Program between the Government of Timor-Leste and Japan International Cooperation Agency (JICA).
“This event marks another important milestone in our strong and enduring partnership, Timor-Leste faces unique challenges in building resilient infrastructure, with frequent natural disasters such as heavy rains, floods, landslides and a large proportion of unpaved roads, not only roads this is a matter of convenience, it is a matter of resilience and national security,” said JICA Chief Representative in Timor-Leste, Daisuke Fukumori.
He said the Supply of essential equipment, including road stabilizers, would enable Timor-Leste to build and maintain durable roads, ensuring reliable connectivity to communities and rapid responses during emergencies.
For more than two decades, JICA has stood with Timor-Leste in its nation-building journey, supporting technical cooperation, capacity development and infrastructure improvement. JICA recently supplied 26 units of heavy equipment to IGEADI, I.P., Today’s program builds on this foundation and reflects our shared vision for sustainable development. Timor-Leste’s official accession to ASEAN, robust infrastructure will be key to unlocking economic opportunities and strengthening regional integration, we are confident that this initiative will contribute to inclusive growth and enhance Timor-Leste’s role in the region,” said JICA Chief Representative in Timor-Leste, Daisuke Fukumori.
In the same place, Interim Minister of Public Works, Julio do Carmo, expressed his gratitude to the Embassy of Japan through JICA Agency for continuing to help the people of Timor-Leste through heavy equipment support to IGEADI, I.P.
“Thank you very much to the Government of Japan through JICA Agency for supporting heavy equipment, to the people of Timor-Leste and $3 million to buy equipment to support the people of Timor-Leste especially to improve our roads to rehabilitate the construction of roads that we need to do in this country,” said Interim Minister of Public Works, Julio do Carmo.
The Government Member also asked the people of Japan through JICA to continue to help Timor-Leste in the future, because Japan is not new to Timor-Leste, but since the beginning of Timor’s independence has helped many things, as well as many agendas that support Timor-Leste’s development in this country.
“As God has come to sit on our mind, we ask for the future the collaboration to continue especially to help those who give training to Timorese who do not have skills in mechanics for equipment that we Timor do not have, now it’s just automatically our people don’t have the knowledge to be able to use these things,” said Interim Minister of Public Works

IGEADI President, I.P. she said, with the support of $3 million will identify what machines IGE needs to purchase.
“After we have identified what machines we need, then announced to the public, because we do not know the machines, will go through the procurement process, we do not know where the machines come from but we know only the amount of $ 3 million, and now we have about 200 machines to do services, we have complete machines such as excavators, trucks, trucks all, that’s why we need to buy, look carefully identify the one that we need urgently to buy to support the brigade in the municipality,” said President IGEADI, I.P.
IGEADI President, I.P. added, since 2002 the Government of Japan has supported many machines to Timor-Leste and last year, the Government of Japan supported 26 units of machines, 70% of which have been used to work in the field.
